Brain Drain: A Challenge for India 

The term "Brain Drain" has come into limelight with the trend of educated and skilled people and workforce moving from one country to another to achieve career gains. As a result, the talent of such people becomes available to the nation to which they relocate. The biggest disadvantage of brain drain is the depletion of talent from the native nation which may badly need their skills and talent. It is the migration of country's intellect which may have otherwise served their motherland and contributed to its prosperity. Use of the word ‘Brain’ usually pertains to any skill, competency or attribute that is a potential asset and use of the word ‘Drain' implies that this rate of exit is at a greater level than ‘normal’ or than what might be desired. Linking the two implies that the departure of the most talented at an appreciable rate. Brain drain is usually regarded as an economic cost, since emigrants usually take with them the fraction of value of their training sponsored by the government or other organizations. Challenge occurs when the net flow of expertise is heavily in one direction. Brain Drain contradicts the international economic and political objective of converging the gap between developed and the underdeveloped countries. Brain Drain is commonly referred to as the “Human Capital flight”. Human Capital is treated as an important productive factor which is subject to the economies of Scale. Therefore, Brain Drain is a challenge that must be looked upon.

Once the challenge is looked upon, a country works towards overcoming it. There is increasing awareness that migration can benefit both the “sending” and the “receiving” country. In the long run “brain drain” may be converted into “brain gain”, something that is particularly relevant to India in its Digital era. In order to overcome this challenge in India, one must dig further into the problem. These questions must be thought upon- What caused Brain Drain in India? Why do people migrate away from India? What challenges lie ahead for India to overcome it?

Migration of workers from India has been taking place since the 19th century. In the mid- 1800’s, Indian peasants were shipped by the British to its colonies to work in plantations. Going through the data on tax rates in India, it is found that during 1970-74 income tax was at an all time high. Such a high tax rate drained out the talented brains and entrepreneurs from India. It should not be forgotten that one had to get hundreds of approval in the license raj era. Such policies led to corruption in the system which forced honest businessman to migrate away from India. The challenge for India lies in introducing policies that decelerate Brain Drain.

India is a country with rapidly growing population where “only 10% of the students have access to higher education in the country” (Times of India). The quantity and quality of jobs generated does not match the growing intellectual population. Graduates in India need necessary equipments to carry out their research. Reservation system might lead to a reduction in positive correlation between the labour a person puts in and the reward he/she gets. Individuals often gain jobs through personal contacts versus merit. This fuels a frustration within the system. The graduates have no choice but to look for greener pastures abroad. As the world shrinks due to better connectivity, the challenge to retain the brain pool enlarges. Brain Drain occurs if the ‘brain’ migrates to the other country. Engagement of a person on virtual platforms could lead to brain drain. Underemployment is one of the factors leading to 'Brain Drain'. Underemployment is primarily the employment of workers with high skills in low level wage jobs that do not require such abilities. In the digital era, the challenge lies in utilising the ‘Digital India Campaign’ in favour of India. 

As people work for other countries, they receive remittances. It might seem that India benefits from remittances. India would benefit if the remittances are channelled towards developing India. ‘Brains’, that is, ‘knowledge and skills’ are required for a country to develop. The challenge for India lies in bringing in the ‘source of remittances’, that is, the ‘brains’ rather than ‘only remittances’. In other words, there has to be more of intangible transfers (innovations, experience) rather than only tangible transfers (remittances) from the high skilled migrants to their country of origin,India. Recently, declining oil prices reduced the remittances coming to India. The challenge for India is to be independent in an era of interdependency. Further, the ‘demonstration effect’ of foreign salaries artificially inflates local salaries, despite the lower average productivity of labour in the system. Other countries might benefit from India's 'cheap labour' but India would benefit if and only if that 'cheap labour' becomes "rich in knowledge and skills" and returns. The challenge lies in attracting people with potential to India. Moreover, Indian institutes create hype by publicizing the mind-boggling salaries being offered in foreign countries. Push and pull factors lead to brain drain. It is a challenge to make these factors work in favour for India.

The brain drain benefits individuals more than society. Intrinsic desires works better than any kind of incentive plans. The challenge is to create intrinsic desires that motivate people to work for the nation. It is really alarming to notice that the average age of migrants is between 20 and 40 years. This means that India is losing the cream of the intelligentsia at the most productive period of their life. It is really tragic to see that country fails to recognize its own talents and applauds it only when the developed and advanced countries of the West put their stamp of recognition and appreciation. The challenge is to recognise the talent as early as possible, creating more talents and providing proper tools to realise the talents. If talent is not addressed properly, it might lead to passion drain which would further lead to brain drain. 'Knowledge is Wealth'. Hence the drain of knowledge is the drain of wealth. A brain that fails to implement its idea is doomed to drain and wastage. The challenge is to implement the knowledge of highly experienced people.

If brain drain continues,India will be rendered intellectually impoverished and impotent. In order to turn brain drain into brain gain, India must offer job stability and a career. The “Ministry of Overseas Indian Affairs” (MOIA) was established in 2004. The MOIA “focuses on developing networks with and amongst Overseas Indians with the intent of building partnership with the Diaspora” (MOIA 2013). MOIA helps India connect to its drained brain. The challenges are also been looked upon by attempting to create entrepreneurs who help in generating jobs. Presently, India is witnessing a start-up buzz. The challenge is to attract the people with potential to be a part of Indian start-up culture. India needs to reform its banking sector, improve its infrastructure, and offer better tax incentives. Challenge for India lies in strengthening both the demand and supply side of the market for talent, so that productivity and wages levels can rise in tandem.To maintain the quality, diversity and critical mass of talented people,India has to look towards the intrinsic desires of highly skilled.

One must think of attaining higher equilibrium. Brain Drain is beneficial when the skilled people return to India. “Brain Gain” is the commonly used term to refer to a situation when human capital comes in. The challenge is to outweigh the costs of brain drain by benefits of brain gain. The idea is that young people must build skills, savings, and social networks while abroad or through online platforms and then use their accumulated human, financial, and social capital to the benefit of the home country. For the balance of power and for the development of the world, it is very important to stop the phenomena of Brain Drain. One must look towards Brain Gain which would help a country prosper. Enough work opportunities must be provided. One must believe that for every challenge there lies an opportunity to overcome it and emerge as a giant. One must be inspired to work for a country he/she has been initially assigned to. As there are less of visa troubles now, it must be utilised to its best as India is where the action is today. India presents excellent options, including a thriving start-up and Make in India culture. India stands to gain as it was blessed with a challenge to gain. In order to overcome challenges in India, natives must learn from the world around and apply it to their country, their India. Once the challenges are addressed thoroughly, brain drain would turn into magnet for excellence. Union Minister for Science and Technology said, "Earlier there used to be brain drain. Now a reverse trend has started. Around 175-180 scientists have returned to India in the recent past" (Times Of India). Now the challenge for India is to address the reverse trend in a manner which benefits the individual, the society and the world at large.

Padmashree Santosh Yadav shared...

I am thankful to The Bhawanipur Education Society College (BESC) for providing an opportunity to the students to hear to Padmashree Shrimati Santosh Yadav.She entered Bhawanipur College at around 3:20PM and BEites observed and listened to the leader.

When you observe a Padmashree awardee and the other people around, you get to feel the difference.The difference is not at all of the status but a difference of human nature,a difference in the freedom experienced;a whole new divine perception.The more you observe and think,the wiser you become.

Fortunately I observed and listened to her since 11 in morning and in breaks I also observed the other people.
Her message and memories made an impact on everyone's mind.Though the youth might have felt dejected at her delivered statements but for a learner there was a lot to learn.

Now see what Padmashree Shrimati Santosh Yadav shared.

The main thing which one could easily observe is that she experiences the joy of nothingness.
She said the moment she was just a foot away from peak,she got reminded that how could she step on and conquer mountain. She has enough respect for nature.Thereby she felt divinity in mountains,she was at a neutral state with no feelings and finally her knees bent and her forehead touched Himalayas and she chanted Gayatri Mantra.She had no words to express the joy of nothingness.Thereby she asked people to follow minimalism. To remove unnecessary things from life as it deprives one from full energy content.

She beautifully explained each of her wise point with scientific reasons.

One of the schools in Kolkata honoured her giving a bouquet of flowers.She just refused it and asked students to promise her that one would never disturb the nature,the energy flow, the nation and thereby the economy.She was a student who loved economics.So she made her statements keeping economy in her mind.

She experienced the joy of getting disconnected and being connected with the Supreme.She asked us to have a giving attitude.She said she was just interested in gaining knowledge.She didn't study in English medium school but her five brothers did.To which she said that those were the circumstances. There was not at all a gender bias.She wanted to study so she left home at the age of 14 and joined hostel.She never felt jealous of her brothers or people around her,instead she used to get inspired from them.She had no goals of making a world record.Her only mission was to see world happy.She said happiness generates when there is peace and peace comes from sanskriti.

She used to wake up early,study her subjects and then she used to read English newspaper so she gets well equipped with language. These  habits turned out to be a blessing for her.She learnt English and she got to know about world around her which helped her crack UPSC examination in first attempt. The other benefit was she got good quality oxygen supply early in morning which helped her in her mountaineering career.

She said, though she was from a rich family, she travelled by bus and saved the only Rs 500 with which she had begun her journey.She used to walk and cycle, save her money and become fit.

She said we have to keep a check on our karmic account and be happy with ourself.She asked us to keep "samarpan bhaav".She said to have patience and keep smiling.She said thoughts play a major role.Our thoughts have to be positive and we must live a simple blissful life.

She shared a lot more than this and there is a lot more to learn from her,but to me retaining the flow of unlimited thoughts  in mind is a joy in itself. So putting an end to expressing in words the live scenario that was in front of me.

કૃષ્ણ

કૃષ્ણ 

કોલકાતામાં, જુલાઈ 23,2016ના, કૃષ્ણ વિશે યોજાયેલ કાર્યક્રમ ચિંતન અને મનન કરાવે એવું હતુ. શ્રી ગૌતમ પટેલ અને ઈશા દાદાવાલાની એ રસપ્રદ વાતો સાંભળી મને પણ મનોમન વિચારો પ્રગટ થયા કરે છે. અમુક વિચારો આ બ્લોગ મારફત રજૂ કરું છું.
કાર્યક્રમમાં કૃષ્ણની ગોપી વિશે એમ કહેવામાં આવ્યું હતું કે તે સમયે નારીઓને બહાર નીકળવા ન મળતું એટલે રાસલીલા એ "Women Empowerment"માં મદદ કરી હતી. મારા મુજબ રાસલીલા ઍ "Soul Empowerment"માં મદદ કરી હતી. હા! "Soul Empowerment". કેવી રીતે ?
સંસકૃત મા "ગો"નો અર્થ "ઇન્દ્રિયો " પણ થાય. જે ઇન્દ્રિયો ને પી જાય એમને ગોપી કહેવાય. કૃષ્ણની એ રાસલીલા ગોસ્વામી બનવામાં મદદ કરે છે.સમક્ષ જીવ એમના કામ છોડી કૃષ્ણમાં મગ્ન થઈ જાય છે. આત્માને આનંદ મળે છે.એટલે "Soul Empowerment" થાય છે.
કાર્યક્રમ મા પ્રશ્ન મુકેલ કે "Krushna was living a luxurious life". હા! મારા ચિંતન પ્રમાણે ,"Krushna was living a luxurious life,but in a detached way." આપણી "luxurious life" અહંથી ભરેલી છે. આપણે પોતાને સાધન સાથે જોડીને આપણી Identity establish  કરવાની કોશિશ કરીએ છીએ. પણ કૃષ્ણ વૈરાગી છે.Krushna was living a luxurious life, but in a detached way.
હજુ એક પ્રશ્ન કાર્યક્રમમાં પુછવામાં આવેલ કે, "કૃષ્ણ કરે એ લીલા અને આપણે કરીએ તે ક્રિયા. એવું કેમ?"
મારા મુજબ કૃષ્ણની તુલના આપણી સાથે તો થાય નહિ, તેમ છતાય મને એમ લાગે છે કે કૃષ્ણ એક higher conscious levelમા છે. કાર્યક્રમમાં પણ કહેલું કે કૃૃષ્ણને સમજવું એ આપણી બુદ્ધિથી પર છે.મને  એમ વિચાર આવ્યો કે જીવ જે કરે એમાં એનો સ્વાર્થ  છુપાયેલો હોય છે,એટલે જીવ જે કરે એને ક્રિયા કહેવાય છે. જેણે બધુજ જાણતા,આનંદમાં રહી,પૂર્ણ જાગરૂકતા સહિત,બધાના હિત માટે અને વૈરાગ્ય ભાવથી કાર્ય કર્યા હોય એને લીલા કહી શકાય. તદુપરાંત ભાગવદના સપ્તમ સ્કંધમાં આ પ્રશ્નના ઉત્તરનુ બખૂબી વર્ણન થયુ  છે.
કાર્યક્રમમાં પ્રશ્નોના ઉત્તરનો દૌર તો ચાલુજ હતો. હું  તમારી સમક્ષ હજુ એક પ્રશ્નનો સરસ મજાનો દષ્ટાંત રજૂ કરવા માંગુ છું. કાર્યક્રમમાં પૂછવામાં આવ્યું હતુ કે "Anti corruption" થઇ શકે? તેથી મને એક દષ્ટાંત યાદ આવ્યો-
એક બાર્બરને ત્યા એક માણસ દાઢી કરાવા ગયો. બાર્બરે તે માણસ ને કહ્યું કે ઈશ્વર દુનિયામાં નથી, તે માણસે  આશ્ચર્યજનક થઇ પૂછ્યું, "એમ કેમ?" બાર્બરે કહ્યું કે ઈશ્વર હોત તો દુનિયામાં કઈ ખોટું થાતજ નહિ. તે માણસ દાઢી કરાવી બહાર ગયો. એને જોયું કે રસ્તામાં ચાલતા કેટલાયે દાઢી નથી કરાવી.તરતજ એ બાર્બર પાસે ગયો અને કહ્યું કે ,"આ દુનિયામાં બાર્બર નથી ." બાર્બરે આશ્ચર્યજનક થઇ પૂછ્યું ,"એવું શા માટે કહે છે ?" પેલા માણસે કહ્યું કે બાર્બર હોત તો બધા દાઢી લઈને ન ફરતા હોત.તો બાર્બરે કહ્યું કે દુનિયામાં બાર્બર તો છેજ,એ દાઢીવાળા માણસો બાર્બર પાસે જતા નથી. તો મિત્રો આપણું પણ કંઈક એવુજ છે.આપણે સત્ય તરફ જતા નથી અને તેથી "corruption" થાય છે.
હજુ આ બાબત લખવા માટે તો ઘણુંજ છે,પણ કલમ અને આજના યુગમાં કમ્પ્યુટરને હું અહિયાં વિરામ આપું છું.I am thankful to creative group for organizing such a thoughtful session.આશા છે કે તમને આ બ્લોગમાં રજૂ થયેલા વિચારો ગમ્યા હશે. તમે જરૂરથી તમારો અભિપ્રાય મને જણાવજો.

Birds trolled on Humans

Economist Bird trolled, "Initially no one owned anything. Everyone used to live freely. As human population grew and resources got scarce, humans started attaching a price tag to everything.They invented the 'system of owing' at the cost of 'blissful life'."

Spiritual Bird trolled, "We mastered the Art of Living,
                                     Humans mastered the Art of Earning."

Altruist Bird trolled, "How easily we let our habitat go away.How easily a tree is cut and a building built.Do these intellectual humans have the capacity to let their building get destroyed and plant a tree for us?"
To which Spiritual bird trolled,"They are practical and are attached to worldly objects.They aren't 'dumb'(in human perception) like us.They have to prove their 'system of owing' to be the best.

Destitute bird trolled, "They don't even let us build a nest in their window.We have nothing yet we easily let away valuable things for humans but humans who never feel satiated with whatever they have can ever give us anything."

Student bird trolled, "I think they have false definitions.The ones who are poor seem to be rich."
To which Kolkata's Kaak(Crow) trolled, " Ka!,Ka! (Yes,Yes!) Whenever the roadside humans eat daal bhaat,they offer a bit to us.People living in tall buildings rarely offer us anything. Poor seems rich and rich seems poor."

All birds together trolled,"They might be rich in their 'system of owning' where they spend their life to master the 'system of earning'.Thank God,we are truly rich in 'natural system' where we master the 'Art of Living'."

We have been to different schools and thought that "my school is the best one" but every school taught the same thing, syllabus was same.It depends on the students how much they learn with the confidence that their school is the best.School did its best to provide you the knowledge. The way schools were different,our religion is different. It has the same syllabus,it provides us the best,it depends on the individuals how much they learn.Every religion is best.Lesson taught is same. When we pass out from school,we choose particular stream and move ahead.When base is strong we could move ahead.It's because of the lessons learnt in school that we could grasp further wisdom. Similarly when we make the base of our life strong, we do good deeds in whichever field, or in whichever part of the world we are. The way schools and universities are learning centres that keep providing you the tools to move further,the religion and the world provides the same tool to live life. In Schools and Religions learning matter is same. Alphabets is the base. Humanity is the base

What Selfie means? Selfie means image of one's own self taken by own self. What conscience means? Conscience in true sense is the image of one's own inner self. 'Selfie with conscience' is the union of one's outer image with one's inner image. People can see our outer image but only we and we only can see our inner image.We give our best pose to take our selfie and post it on media in order to gain appreciation of people. Similarly we should give the best pose of inner self by being a good human and post it on media eternal world in order to gain the appreciation of none other but god.

When we change pipeline in building,the pipe on the top floor is removed first,then the pipe of following floors is removed.When we replace pipe,we start the way we initially started,we go from bottom to top.One by One pipe leads to top. This teaches when one is at top,though it takes time and a strong base to reach there, one would be the last one to recieve and enjoy the view. When it comes to giving,the person at top has to give things first.Think of rich person in community who gives money first. So when you are at top,you would receive at last and have to give first.

Wondering what the title is?

Well,everyone possesses both internal and external.
Did you get it?
When you give away a physical good to someone,that good reduces from your stock, i.e "external" decreases.
When you get angry on someone,give away what's in your mind,it increases.( That is internal increases).Suppose,if I get angry on you,your anger might multiply and my angry thoughts are sure to increase and we would surely pass on our anger.So "internal" increases.
When you share your Knowledge, yours would increase just like anger because its an internal thing.Check out social media sites which will prove that how much the internal thing increases,i.e,knowledge shared increases, it moves on and on. As a result, whole knowledge base increases.So keep sharing knowledge as it is sure to increase.
It is the external/materialistic things that decrease but internal things are sure to increase.If you share your knowledge it won't get reduced from your stock, instead it would increase at a multiple rate. You might discover something new while sharing your knowledge with others and just imagine that when there's a knowledge based interaction, at what rate the knowledge base increases!
What a knowledgeable community it would be!
